ARTICLE 13.
All newspapers, pamphlets or publications, all
printed matter, all productions obtained by mechan-
ical or chemical methods, intended for public dis-
tribution, all pictures with or without words, all
music with words or explanations, and all cine-
matograph films of a nature to prejudice public
order or endanger the security or the dignity of the
High Commission or of the troops of occupation, are
forbidden, and if published may be seized by order
of the High Commission, or, in case of emergency,
by order of the Representative of the High Com-
mission in the Kreis. In the case of a daily publi-
cation the Representative of the High Commission
in the Kreis may order its suspension or exclusion
from the Occupied Territories for three days.
The action taken will be reported immediately
to the High Commission who will pass orders on it.
The High Commission may order that a journal be
suspended or excluded from the Occupied Terri-
tories for a period not exceeding three months.

ARTICLE 14.
In addition to such administrative action, procee-
dings may be taken against the authors, proprie-
tors, editors or publishers of offending publications
before the competent judicial authorities.
ARTICLE 15.
No person shall sell, exhibit, hawk, or otherwise
distribute forbidden publications or films. In
addition to persons so offending being liable to the
penalties provided for an offence against an Ordi-
nance of the High Commission, copies of such publi-
cations and films found in the possession of such
persons shall be immediately seized and the High
Commission may order the closing of any premises
concerned for a period not exceeding three months.

OF THE HIGH COMMISSION.
THE INTER-ALLIED RHINELAND HIGH COMMISSION
HEREBY ORDERS AS FOLLOWS:
ARTICLE 1.
Article 13 of Ordinance No. 3 of the High Commission is hereby
cancelled and the following substituted:
ARTICLE 13.
All newspapers, pamphlets or publications, all printed matter,
all productions obtained by mechanical or chemical methods and inten-
ded for public distribution, all pictures with or without words, all music
with words or explanations, and all cinematograph films of a nature
to prejudice public order or endanger the security or the dignity of
the High Commission or of the troops of occupation, are forbidden.
If published they may be seized by order of the High Commission, or
in case of emergency, by order of the Representative of the High
Commission in any Kreis. In the case of a daily publication, the Re-
presentative of the High Commission in the Kreis may order its ex-
clusion from his area for a period of 3 days. If the daily paper is
published in that area, he may order its suspension for the same
period.
The action taken will be reported immediately to the High
Commission who will pass orders on it. The High Commission may

GERMAN LAW OF 12th MAY 1920 REGARDING THE CENSORSHIP
OF FILMS (R.G.Bl. 1920 p. 953) SO FAR AS CERTAIN ALLIED
FILMS ARE CONCERNED.

THE INTER-ALLIED RHINELAND HIGH COMMISSION
Pursuant to Article 8 of Ordinance No 1
HEREBY ORDERS AS FOLLOWS:
Article 1.
The application in the Occupied Territories of the German
Ordinances of 16th January, 1917 and 22nd March, 1920 regarding the
regulation of imports, and of the German law of 12th May, 1920,
legarding ihe censorship of films, is suspended so far as concerns
films which originate in any of the countries or possessions of the
Powers participating in the Occupation and of which the explanatory
words tire in the German language and one or more of the languages
used in the occupying Armies of such Powers.
Article 2.
This Ordinance shall apply to the Kehl Bridgehead
Article 3.
This Ordinance shall become immediately operative

ORDINANCE
CANCELLING AND REPLACING PART III OF
ORDINANCE No. 3 AND ORDINANCES Nos. 13 AND 50.
THE INTER-ALLIED RHINELAND HIGH COMMISSION
HEREBY ORDERS AS FOLLOWS:
Article 1.
Part III of Ordinance No. 3 is hereby cancelled and the
following substituted therefor: -

ces, etc.
Article 13.
(1) - All newspapers, pamphlets, publications, printed matter,
reproductions obtained by mechanical or chemical methods, writ-
ings, pictures with or without words, music with words or explana-
tions and cinematographic films, which are intended for public dis-
tribution and are of a nature to prejudice public order or endanger
the security or the, dignity of the High Commission or of the troops
of Occupation, are forbidden, and may be seized by order of the
High Commission, or in the case of emergency, by order of the Re-
presentative of the High Commission in any Kreis. In the case of
a daily publication, the Representative of the High Commission
in the Kreis may order its exclusion from his area for a period of
3 days. If such publication is published in that area, he may order
its suspension for the same period. The action taken will be re-
ported, immediately to the High Commission who will give a
final decision thereon.
(2) The High Commission may order that any periodical pub-
lication which shall offend against this Article shall be suspended
or be excluded from the Occupied Territories for a period not
exceeding three months. Every such publication which shall have,
more than once been the subject of suspension or exclusion on the
part of the High Commission may, in the event of a subsequent
offence, be suspended or excluded for a period exceeding three
months or for an indefinite period.
(3) - All theatrical or cinematograph performances, panto-
mimes, readings, recitations, concerts, lectures, or similar public
manifestations of a nature to prejudice public order or affect the
security or dignity of the High Commission or the troops of
Occupation are likewise forbidden. In case of urgency the Repre-
sentative of the High Commission in the Kreis shall be entitled to
prohibit performances and other manifestations of the above-men-
tioned nature. Any action taken by such Representative shall be
the subject of immediate report to the High Commission who will
give a final decision thereon.
(4) The High Commission may also order the closing for a
period not exceeding three months of any establishment in which
any newspaper or other publication, reproduction or film mentioned
in Section (1) above shall have been exhibited, sold or distributed.
The High Commission may similarly order the closing of any
establishment in which any manifestation mentioned in Section
(3) above may have taken place.
Legal proceedings
and responsibility
Article 14.
(1) Independently of the administrative measures prescribed
by Article 13 above the author of any publication alleged to offend
against the said article may be prosecuted before the competent
courts and sentenced for an offence against the present Ordinance
or any other law in force in the Occupied Territories.
The responsible editors, publishers and printers may also be
prosecuted and convicted for their participation in such publication
or for their negligence.
The responsible editors of daily or other periodical publications
shall be deemed to be the authors of articles alleged to offend
against the preceding article whenever the true author shall be un-
known.
(2) - Every person responsible for, or having taken part in,
any performance or other manifestation mentioned in Section (3)
of Article 13 above m.ay be prosecuted and convicted according to
the provisions of Section (1) of this Article.
(3) Any person who shall sell, exhibit, hawk or otherwise dis-
tribute forbidden publications or films shall be liable to the penal-
ties provided for an offence against an Ordinance of the High Com-
mission. All copies of such publications and films found in the
possession of such persons shall be immediately seized.

Article. 15.
Upon a written order given by the High Commission or by an
Allied Authority appointed by it for this purpose the responsible
editor or publisher of any daily or other periodical publication in
the Occupied Territories shall insert at such time and in such
manner as may be specified in such order any official communica-
tion.
If such official communication shall constitute a correction of
information published in such daily or periodical publication such
insertion shall be made free of charge.
In every other case such insertion shall be paid for by the
High Commission who will debit the amount so paid to the account
of the expenses of the High Commission.
Article 2.
Ordinances Nos. 13 and 50 are hereby cancelled.
Article 3.
This Ordinance shall apply to the Kehl Bridgehead.
Article 4.
This Ordinance shall become operative as from the
twentieth day of September, 1921.

AMENDING ORDINANCE No. 74.
THE INTER-ALLIED RHlNELAND HIGH COMMISSION
HEREBY ORDERS AS FOLLOWS:
The following Article shall be added after Article 1 of Ordi-
nance No. 74:
Article 1 A.
(1) Whenever the German Authorities shall consider that a
film specified in Article 1 shall be such as to be injurious to morals
they shall inform the Representative of the High Commission in
the Kreis, who, if he shall be in agreement, may permit the German
Authorities immediately to forbid either the exhibition of the film
wholly or in part or the admission of young persons under 18 years
or age to the exhibition of such films in the Kreis concerned. He
shall report his action to the High Commission who may maintain
or cancel the decision of the Representative and may order that the
same measures be applied to such film, throughout the Occupied,
Territories.
(2) If the Representative of the High Commission shall not
think it desirable to assent to the proposals of the German Author-
ities he shall immediately render a rewort to the High Commission
who will adjudicate upon the matter.
Article 2.
This Ordinance shall apply to the Kehl Bridgehead.
Article 3.
This Ordinance shall become operative as from the first day of
October, 1922.

ORDINANCE
REGARDING THE PRESS AND CANCELLING
ORDINANCES Nos. 97, 158 AND 248.
WHEREAS the present situation admits of the mitigation of
the provisions of the Ordinances regarding the suspension and ex-
clusion of newspapers and regarding official announcements
ordered by the High Commission to be inserted in the press:
AND WHEREAS it is expedient to consolidate the provisions
of the Ordinances regarding the press;

HEREBY ORDERS AS FOLLOWS: -
Article 1.
Forbidden publications, performances, etc.
(1) All newspapers, pamphlets, publications, printed matter,
reproductions obtained by mechanical or chemical methods, writ-
ings, pictures with or without words, music with words or expla-
nations and cinematograph films, which are intended for public
distribution and are of a nature to prejudice public order or en-
danger the security or the dignity of the High Commission or of
the troops of Occupation, are forbidden, and may be seized by
order of the High Commission, or in the case of emergency, by
the Representative of the High Commission in any Kreis on the
order of the Chief Representative of the High Commission, subject
to a report of any action taken being rendered to the High Com-
mission.
The Chief Representative may, moreover, order the suspension
for a period not exceeding three days of a daily newspaper pub-
lished in the district to which he is appointed, but this power shall
only be exercised when he shall, on his own initiative or in pur-
suance of a decision of the High Commission, within the three im-
mediately preceding months, have addressed a warning to such
newspaper.

(2) The High Commission may order that any periodical
publication which shall offend against the present Article shall be
suspended or be excluded from the Occupied Territories for a pe-
riod not exceeding three months. Except when such periodical pub-
lication shall already have been the subject of a warning, suspen-
sion or exclusion, the High Commission will, if necessary, hear the
manager and chief editor of such publication or one of such per-
sons.
Every such publication which shall have more than once been
the subject of suspension or exclusion on the part of the High Com-
mission may, in the event of a subsequent offence, be suspended or
excluded for a period exceeding three months or indefinitely.
(3) All theatrical or cinematograph performances, panto-
mimes, readings, recitations, concerts, lectures, or similar public
demonstrations of a nature to prejudice public order or affect the
security or dignity of the High Commission or the troops of Occu-
pation are likewise forbidden. In case of urgency the Representa-
tive of the High Commission in the Kreis shall be entitled to pro-
hibit performances and other demonstrations of the above-men-
tioned nature. Any action taken by such Representative shall be
the subject of immediate report to the High Commission who will
give a final decision thereon.
(4) The High Commission may also order the closing for a
period not exceeding three months of any establishment in which
any newspaper or other publication, reproduction or film men-
tioned in clause (1) above shall have been exhibited, sold or dis-
tributed. The High Commission may similarly order the closing of
any establishment in which any demonstration mentioned in clause
(3) above may have taken place.
Article 2.

penalties provided for an offence against an Ordinance of the
High Commission. All copies of such publications and films found
in the possession of such persons shall be immediately seized.
Article 3.
Official publications and right of correction by
Allied Authorities.
(1) Upon a written order given by the High Commission or
by an Allied Authority appointed by it for this purpose the res-
ponsible editor or publisher of any daily or other periodical pub-
lication in the Occupied Territories shall insert at such time and
in such manner as may be specified in such order any official com-
munication.
(2) If such official communication shall constitute a correc-
tion of information published in such daily or periodical publica-
tion such insertion shall be made free of charge.
(3) In every other case such insertion shall be paid for by

insertion under this provision the High Commission may apply

This Ordinance shall become operative as from the sixteenth
day of February, 1925.
